Certain gifts are faux pas to give in certain countries as well as certain types of gifts are expected. I.e. $300 is expected for weddings and funeral in japan but gifts are not. – Mark Hosang May 26 '11 at 1:00

It's an agreement between two towns or cities, normally in different countries, to increase cultural and commercial ties. It's most obvious sign is the addition of the names of twinned towns to the "Welcome to..." signs displayed on roadsides at the town boundary. E.g. "Welcome to Swindon.
