Depends completely on the framework and language, and it's not dependning on CMS. A good plugin system is good for both CMS's and other. This should go on stackoverflow, IMO. – Lennart Regebro Dec 16 '10 at 17:05

I think its an off-topic question. All CMS developers are not by choice, but sound knowledge in core technology will help a developer to understand working of CMS apps. On the other hand, working experience in any CMS will help to learn new things, which are not achievable by scratch development. – Sandy Jul 28 '10 at 6:30
