Remember that votes above 10 do not help a proposal to complete its definition phase, so many people consider every vote over 10 to be a wasted vote. It is far more useful to use your vote to approve of a question with fewer than 10 votes. Also, if a question you have already voted on now has more than 10 votes, remember that you can remove your up vote and put it on another suitable question, to help a proposal get through the definition phase more quickly. – Mark Booth Mar 5 at 11:08

You could start off by having a web presence. Elgg is an open-source tool that's fairly easy to use and provides "social networking out of the box". – Hamman Samuel Apr 18 at 13:40

@warren - Hmmm. The first version assumes it's a problem to be solved, whereas what you're proposing sort of drifts into "what do YOU think" territory, which could be not constructive. – jmort253 Sep 27 '12 at 14:38
@jmort253 - I was more envisioning a legal question in which making the decision to NOT monitor would mean that the host could be help not liable for users' actions - I've asked it that way :) – warren Sep 27 '12 at 14:41

Facebook claims they don't want to generate negative vibes. They are also very active in deleting content that people report as offensive. Overall, it seems Facebook just wants to avoid negativity in general – Hamman Samuel Apr 18 at 13:42
