Depends on if we are talking about its use in English, or what the fallacy (petitio principii) means. If it is the former, then I'd argue for English. If it is the latter, then I'd argue that it is as on-topic here as any question regarding informal fallacies. – Hrafn Dec 30 '11 at 7:38
