It has to do with the fact that in 2D there is a lack of vortex stretching or tilting which is a crucial process in extracting energy from large to small scales, effectively breaking up larger eddies into smaller eddies. When the flow is confined to a plane in which only the magnitude of vorticity can change the dominant mode is for smaller eddies to clump up and become larger eddies - hence the inverse cascade. – Isopycnal Oscillation Apr 2 at 22:55
