I like the "how do I" type questions better than the "Do I need" type questions. I feel like the former involves explaining whereas the latter could be answered with a simple "yes/no". +1 – jmort253 Oct 3 '12 at 4:33

Is this objectively answerable without being too localized? (honest question, my expertize on this is zero) – DVK Feb 2 at 1:51
This is very localized - the system of approving and funding of archaeological research excavations varies greatly from country to country. The situation about rescue excavation more or less different, so these are two systems (though connected) per country. There are some general answers (e.g. find a sponsor), but full answer is dependent on the situation in the country (including unwritten rules). Still, I think that it's still OK - otherwise, we would need to forbid many archaeology management questions as "too localized". I'll start a discussion on this topic. – Pavel Feb 7 at 10:28
