	@shanethefilmmaker YouTube and other video sites DO NOT accept Flash project files. They only take video. The question is about exporting animation from Adobe Flash to a video hosting site like YouTube, Vimeo, etc. FLV is the video container used by Adobe Flash, but it is pretty awful and only supports a few formats. – CyberSkull Feb 22 at 6:57

	If you are going the anime route before, however western animation often does the dubbing before animating so the drawings match the voice movements. – Shanethefilmmaker Feb 22 at 2:24
	Generally, around the world the dialogue is recorded first and then the animation is done later (whether the animator chooses to sync the flaps is another matter). – CyberSkull Feb 22 at 7:08
