I believe Oracle Databases is a broad enough topic to merit a separate site. A question asked on a site that is not database specific will get several "answers" that are perfectly valid for other databases, but do not answer the question or worse do not answer it correctly for the database it is intended for. Tagging does not solve this because it cannot prevent these often unhelpful answers. Of the 34 on-topic questions for Outer Join only half could be considered applicable to Oracle and of those only two would apply only to Oracle. – Leigh Riffel Jul 21 at 13:35

The dblink makes it on topic, but it would be good to address whether "Oracle Databases" includes Oracle Lite, Berkely DB, TimesTen (as a standalone and/or a cache) and mySQL/InnoDB. – Gary Jun 23 at 6:00

I hope that "Oracle Databases" in the name mean the product called "Oracle Database" and not "Any database owned by Oracle Corporation" – chenshap Jun 23 at 17:43

Given SQL Developer is installed along with 11g, I think it qualifies as 'part' of Oracle in the same way as RMAN or sqlplus (and, I suggest, Apex). Third-party tools (paid for or free) are more arguable. I've adapted my ER diagrammer question so that it can (also) be used to gauge opinion on what people want to be in.out of scope. – Gary Jun 23 at 5:48
