If I send an ANS transaction to a wallet with decimal places (i.e. 10.35), where does the portion of ANS after the dot (0.35) end up? Is it lost?

Every time I download the Antshares wallet, it syncs for a few hours then stops prematurely. I try restarting the app, but then it won't open. Help.
