This is a great question. I remember fumbling over this problem myself. Its actually quite simple. There are global arrays called $menu and $submenu that handle the admin menus. To remove just use unset(), to change them, re-declare them with the setting you desire. Obviously, to add them you simply add to the global arrays. Look for them the original declarations in wp-admin/menu.php for reference. This is a very poorly documented part of wordpress. And by poorly documented, I mean, I dont think its documented AT ALL. – eddiemoya Jun 2 '10 at 19:27

Technically, this is more of a GPL question than a WordPress-specific one. However, I vote 'yes' since not everybody understands the ins-and-outs of the GPL, I can see how people might think that the hosting location might matter. This might seem inconsistent with my 'off-topic' vote on @WraithKenny's question about non-GPL scripts. But the added twist of hosting code on your own versus using the wordpress.org repositories makes things a little less black-and-white to some people. – Dougal Campbell Jun 4 '10 at 2:20
This is a very unspecific question with a lot of legal potential. I would tend to say it can be simply answered right away: as long as you do not publish it on wordpress.org or anywhere else, you do not need to. – hakre Jun 4 '10 at 17:30
I think this is a great off-topic example, though I agree it will get asked. It's a perfect example of a question without a definitive answer and one that will likely devolve into a flame war. A better way to get at the info, IMHO, would be to ask "What are the legal/political issues of not licensing plugins under GPLv2?" – John Biddle Jun 13 '10 at 22:09

Use an FTP program (such as Fetch or Transmit) to create a new folder in the /wp-content/ directory. Call it something like 'old-plugins'. Now, move each of the folders contained within the wp-content/plugins/ directory into this newly created folder. This will disable your plugins and allow you to reach your Dashboard. You can re-enable plugins one-by-one by dragging them back into the wp-content/plugins/ folder. – manifestphil Jun 2 '10 at 21:59

There could be a timeframe in which PHP4 questions are allowed, and then considered off-topic later. This could make sense for some sites, even though it wouldn't on others. – Roger Pate Jun 3 '10 at 11:41

NB: "enqueue" is a specific term used in the script loading API: wp_enqueue_script(). – scribu Jun 2 '10 at 17:18
@Arlen & @scribu I definitely meant enqueue. The question shows familiarity with api, but a need for help within it. Because wp_enqueu_(script|style) needs to be called before wp_head(), it's 'too late' by the time the shortcode functions run. The solution I use is to search for the shortcode in the global posts variable before wp_head runs (usually hooking onto 'get_header'). – John P Bloch Jun 2 '10 at 17:48
