Because for Area51 Definition approval purposes, having questions with 10 votes allows the definition to move forward; votes above 10 are "wasted" and are better spent on questions with less than 10 votes. At this time with 12 votes, this question has 2 "wasted" votes that could be better used to bring a currently lesser question with 8 votes up to 10. It is better to have many questions with 10 votes than it is to have few questions with many votes. @Christofian - Actually, this is a form of gaming the system and simply opens the door for people to vote down good questions and bring them below 10. Please see this Stack Exchange answer for more details. If Stack Exchange wanted questions to be capped at 10, they would have implemented this feature instead of declining it. @jmort253 - The point is that there is no benefit to voting above 10. There is a limit to the number of upvotes of any given person so voting up a question already at 10 does not help the SE progress into commitment where we can hopefully get the site launched quickly.
