The specific question I'm asking is what would happen were a local law to contradict a law passed by the union, but I'm hoping for a more detailed answer, rather than simply "it's invalidated", or "it's still a valid law". – ewkochin Aug 31 '14 at 0:14

Landlords have notoriously little recourse against tenants: courts generally ignore the plain language of lease agreements. Is there any alternative?

Yeah, not enough characters allowed in sample questions. How about, "Are there any means of leasing housing that offer stronger landlord protections than the standard practically unenforceable contracts, or are there alternatives to enforcing the standard lease agreements outside of courts that decline to respect those agreements?" – feetwet Aug 22 '14 at 12:55

In general, Stack Exchange is a set of Question and Answer (Q&A) sites. It does not support discussion. There is usually a chat site that is more free form. How useful the chat site is in promoting the desired kind of discussion will be really hard to tell until the site's actually open.
