This question is unlikely to ever help any future visitors; it is only relevant to a small geographic area, a specific moment in time, or an extraordinarily narrow situation that is not generally applicable to the worldwide audience of the internet.

Fine question, except: SO is a lot larger than the USA. If we allow regionalized questions like this, you'll get similar questions for Europe, Asia, etc. It will clog up the site with questions that should be on a different site (not SO). – Adam Dec 19 '15 at 12:55

I like the question, but I would downvote and demand more detail, otherwise its TOO open. I would expect the poster to modify the question after downvotes, until it was specific enough to be usefully answered. So ... I wouldn't vote to close, I'd vote to modify. – Adam Dec 19 '15 at 12:56

Comments can be used to clarify your intent with the question, since the question fields are more limited than in the full site. I would modify the question to contain a specific focus and level - then it looks like one of the set of similar questions, rather than a poor question. It's difficult to tell what is being asked here. This question is ambiguous, vague, incomplete, overly broad, or rhetorical and cannot be reasonably answered in its current form.

I dislike this one - simply going to the Scratch website you have huge letters at the top on the front page that answer the question directly. On normal SO sites I'd close this and refer the poster to site guidelines that you need to have a specific issue, or explain why you've tried the obvious thing and it didn't work. – Adam Dec 19 '15 at 12:50
