It's difficult to tell what is being asked here. This question is ambiguous, vague, incomplete, overly broad, or rhetorical and cannot be reasonably answered in its current form.

I just want point out that if the proposal could be used for users who want search specific multimendia content on the Deep Web and maybe at the same time, asking for evidence (i.e that event was real or not) that it cannot be accepted in Skeptics.StackExchange community. – Mauricio Dec 16 '15 at 21:06

The purpose of the Definition phase is to post examples of questions you would actually like to ask on the site. This looks more like a general question about the proposal itself. If that is what you intended, please start a discussion (above), but this section is designed to post actual example questions you would like to see on the site. That's a very broad question. It's fine for chapter 1 of "Deep Web For Dummies" but surely not fit for a Stack Exchange site? Without knowing who you are and/or what you do, how can we answer why you should do anything? ...I'd suggest rephrasing to something less subjective, like "what does the deep web offer that the surface web doesn't?" – Doug McLean Dec 15 '15 at 10:23
