I agree with @JayNeely that this isn't about world building. A world should be able to support any magic system, any game system. Your question is about rules for magic, which is game development. Spells and how they work are unique to game systems.

You may not be looking for a list but this question in its current format is likely to produce list answers. You'd be better off with We're the gods of <x> culture based on something other than natural elements and if so what we're their origins? The difference here is you're asking for a specific culture, whereas right now you're asking about all cultures and thus are likely to get a list of cultures that match your criteria.

By civilisation in this instance I mean at least 100,000 people. They would be in a completely self-sustaining, closed environment that provides everything necessary for survival. Assume an infinite energy supply is available.
