Part of the answer to the duplicated (i.e. first) question could easily be "Put in place or apply policies XYZ" and so I agree that that both questions are covering the same ground. At this point where we are just identifying the scope of Moderators.SE, I don't feel that we need both questions. Upvotes are best spend on other questions.

I would like to see the scope include how to advocate gamification in general, or particular approaches to gamification. For instance, on the UX site we cover questions about how to convince others of the value of UX.
